NFS High Stakes: Plugin: Dynamic Uphill Crash Fix

Soon to be released at nfsaddons.com!! I've created this plugin so that Jonath's UphillCrashFix is only active on necessary tracks and not on every single other track. This plugin checks for a DynamicUphillCrashFix.txt inside the specified track folder for example like "Hills","Park" or "Coastal". So you can have the fix active on tracks like Dolphin Coaster where the fix is very much needed and at the same time have it deactivated on all tracks where it's not needed. UphillCrashFix is a fix where on original game behaviour, cars crash an invisible wall when going uphill too fast or too steep. Not needed on original tracks, but mostly on modded tracks with heavily modified track shape.
