Under the draft, if you pay a fee to withdraw your Bitcoin from an exchange to a wallet you control, the 0.2% tax applies to the full value of what you move. A transfer that a company records only on its own books isn't taxed. The draft also gets some things right: simply owning digital assets, trading directly with another person, and network fees aren't taxed.
