The factory finish is hiding under layers of primer and yellow enamel. This painted dresser is probably from the 1930s or 1940s and would fit into the mass produced Streamline Moderne category. This would not be a good furniture flip for profit, but is a good solid dresser to use and enjoy in your own home.
