This is a ranked countdown of the 12 most hated towns in Virginia, judged three ways: the crime and money numbers, the one documented story each town's own residents took to court, and why people still stay anyway. We go from Emporia and Front Royal down through Danville, Roanoke, Newport News, Bristol, Hopewell, Norfolk and Portsmouth. Number two is the richest county in America, on the list because the data centers that made it rich are the thing residents say has sacrificed them. Number one is Petersburg, the town every other Virginia town uses as its warning, and the one that has actually been climbing back out.
