$41M Minnesota Medicaid Fraud As FBI RAIDS 17 Sites In One Day & Feds CHARGE 4

FBI agents and their partners served 17 search warrants across Minnesota in a single day, and four people are now charged in federal court with schemes that prosecutors say targeted more than $41 million in Medicaid money. FBI Director Kash Patel, Treasury Secretary Scott Bessent and CMS Administrator Dr. Mehmet Oz announced the charges in St. Cloud on Oct. 30, 2026. According to the Justice Department, Habiba Mohamed, 58, of Coon Rapids, is charged in a $19.1 million scheme targeting Minnesota's Medicaid autism therapy program, EIDBI, and allegedly paid kickbacks to parents of Medicaid patients. Faiza Osman Ahmed, 41, of Richfield, is charged in an alleged $10 million home care scheme. Feisal Mohamed Elmi, 46, of New Brighton, who ran Aspen Associates, faces 11 counts in an alleged $8.2 million autism therapy scheme, including billing for sessions while employees were outside the United States. Jama Yusuf Mohamod, 68, of Maple Grove, owner of American Home Health Care, faces eight counts tied to about $3.2 million in claims, and prosecutors say he used AI to create fake patient notes. An indictment, information or complaint is only an allegation; they are presumed innocent, and it is the government's burden to prove guilt beyond a reasonable doubt in court. Feisal Elmi and Jama Mohamod have pleaded not guilty; Mohamod told KSTP in 2025 that the allegations were not true.
