NFS Carbon - Time of Night

🔹 Hi racers! Thanks to my pal ‪@maestrodeingles‬, I was able to port the infamous Time of Day (Night) feature from NFSMW into NFSC. 🔹 This new feature will be available on the next version of NFS Carbon Extra Options! Notes: Will be available in Extra Options with 2 settings that have different fog brighness value ranges. (1.25-3.25 (vanilla like) & 1.00-15.00 (early morning); vanilla game uses 1 or 2) Replaces the "Resolution" option in Video Settings. The sliders aren't limited with the possible ToD values (0.05-0.95) yet. It has its steps set to 0.01. The moon doesn't move with the time (at least for now).
