I will be restoring this broken PS4 that will not turn on when pushing the power button it will turn on then turn off straight away even the fan doesn't kick in and also I will be giving it a good clean it looks like it's never been turn off I have never seen so much dust and build up of crud in a console before Things to check 1. Make sure the power cable is plug in properly 2. Try a difference power cable 3. The power button might be broken or not working properly try using the controller instead 4. Check the power supply pins inside the console you can bend them in a little bit to make a better connection 5. Try put in a game when putting in a game it will start up the PS4 6. It could be the APU/CPU faulty soldering joints 7.
