"Aggressive chewer" is not a defined term. Neither is "power chewer," "extreme," or "chew level 5." There is no federal safety standard written for dog toys, the FDA only covers what a dog is meant to eat, and the industry's own standard for dog toys is still being written. So the rating on the front of the package is whatever the seller decided to print. The sentences that actually tell you something sit in the fine print: "not chew toys," "not a fit for extreme chewers," "replace one month after purchase." Nothing on the front of the package sends you there.
In this video I pull the product pages and use guidelines on the chews sold for heavy chewers, read the FDA recall notices where they exist, check the Tufts and Cornell vet school guidance on hard chews, and look at where ASTM's dog toy standard actually stands. Then I trace who owns each brand. Eight I'd keep away from a heavy chewer, based on the makers' own fine print, the vet schools' thumbnail test, or the federal record. Three that put a replacement rule and a guarantee in writing. And a three-sentence check you can run on the toy on your floor right now.
