Get Divorce certificate from Union Council in the absence of Husband

Under the Pakistan Law "Muslim Family ordinance 1961" when any husband give divorce to his wife than you bound to get a written application to Union Council for issue a certificate of divorce effectiveness but Union council not issue a certificate in absence of husband. In this video Lecture i will share a knowledge / Law about how to get divorce certificate from union council in the absence of husband.
