How Al Capone’s Mafia Took Over an Entire American Town: Cicero, Illinois Cicero, Illinois, was supposed to be just another working-class suburb outside Chicago. Instead, during Prohibition, it became one of the most important bases of Al Capone’s criminal empire. After Chicago’s reform-minded mayor William Dever began cracking down on organized crime in 1923, Johnny Torrio and Al Capone shifted their operations across the city limits into Cicero. But Capone didn’t simply move his gang into town—he helped turn local politics into another part of the organization’s business. The crucial moment came during the 1924 Cicero municipal election, when the Capone organization backed the existing political machine against Democratic challengers. Armed gangsters intimidated voters, attacked campaign workers, disrupted polling places, and kidnapped political operatives. Capone brought in more than 200 men to help secure the election. The violence became deadly. During the chaos, Capone’s brother Frank Capone was killed in a gunfight with police, while Al escaped. Despite the bloodshed, the political machine backed by the gang won, allowing the organization to maintain a powerful foothold in Cicero. From there, Cicero became much more than a hideout. Gambling, illegal liquor operations, and other rackets flourished under the protection of the organization. Federal tax records later documented substantial gambling profits from Capone-linked operations in Cicero, including more than $300,000 in net profits during part of 1924 alone. The FBI later described Cicero as effectively becoming a fiefdom of the Capone mob.
