It's not a good weapon, but it's also a starting weapon, so you can't expect much. It just doesn't have anything going for it, low damage, average light weapon swing speed and range, and no good damage or useful status with the crit.

now that it's almost day 50, I feel like I can complain about this guy. I hate this fight.
His hyperarmor makes a good deal of weapons much harder to use against him, locking most into a select few build types, even further pushed by his nigh-unbaitable parry with a short CD, which makes almost every multi-hit page apart from a few nonviable against him.
His enhanced crit, Perfected Flurry, is just buggy, while it can be cancelled by hitting him or parried easily, if you parry it, he can just warp to you with Savage Triple Slash or dash to you during his slam, if you get hit while standing anywhere near the entrance to the arena, the leap carries him over the invisible wall, softlocking you.
When you knock him into using his reload while he's attacking, he is sometimes still able to use pages and move freely, giving near unavoidable damage, and he can both parry and block during his M1s and pages, both known bugs that have been around for months.
His crit (Triple Slash - Blast), second phase M1s, Tanglecleaver Flurry, Shatterslash, and Savage Tripleslash all have hyperarmor, even if brief, for no real reason, the hyperarmor is too short to even block a hit for most of them. And because of the way hyperarmor is coded, Shatterslash and Tanglecleaver Flurry both allow him to keep a few seconds of hyperarmor after you parry, punishing you for playing proper.
His minions are the one fair part of the nonsense, I'd say. But even still, if you get caught in either flurry, they can just get free damage off on you, and continue to combo you after you're rag-dolled. They can be easily dealt with, always only fire four shorts in free-fire, and are mostly a non-issue if you pay attention to Lei Heng and just wait to be aggressive until after he dashes/uses a page. Though his passive backpedaling is extremely annoying.
What I do like though, is that he is the only boss in the game to encourage blocking. His second phase M1s have a much easier opening for most weapons if you block instead of parrying them.
