The Bangalore Chamber of Industry and Commerce (BCIC), under the aegis of its Direct Taxes Expert Committee, hosted a comprehensive conference on: “New Income-Tax Act, 2025 and Rules: Understanding the Nuances and the Transitional Challenges”
The conference commenced with the Lighting of the Lamp, followed by the Welcome Address by CA K Ravi, President, BCIC, and Opening Remarks by Shri Sunil Kumar Dhareshwar, Chairman, Direct Taxes Expert Committee, BCIC. Dr. Sibichen K Mathew, IRS Retd., Mentor, Direct Taxes Expert Committee, BCIC, set the context for the conference and highlighted the significance of the new tax framework and the transition ahead. Inaugural Address Smt. Pallavi Agarwal, IRS, Hon. Member, Central Board of Direct Taxes (CBDT), delivered the Inaugural Address as Chief Guest. Keynote Address Smt. Vidisha Kalra, IRS, Principal Chief Commissioner of Income Tax (Karnataka and Goa Region), delivered the Keynote Address, sharing perspectives on the new tax framework and its implications for taxpayers and stakeholders. Special Address – The New Income-Tax Act and Rules: The Key Highlights Shri Ashok Jha, IRS, Former Chief Commissioner of Income Tax, Mumbai and Head of the Sub-Committee that drafted the New Income-Tax Act, delivered a Special Address highlighting the key features and significant provisions of the new Act and Rules. Session on Rules and Forms Shri Amit Khatavkar, IRS, JCIT, CPC, Bengaluru, and Dr. Deepak RL, IRS, Commissioner of Income Tax – E-Filing, CPC, Bengaluru, shared valuable insights on the Rules and Forms under the New Income-Tax Act, with a particular focus on their implementation on the e-Filing portal. The session covered important procedural aspects, digital implementation, e-Filing processes and practical considerations for taxpayers, businesses, professionals and other stakeholders in transitioning to the new framework. Undisclosed Foreign Asset Holdings and FAST-DS, 2026 Shri P.S. Sivasankaran, IRS, Former Adviser (OECD), Former CIT and Senior Partner, Guardian Strategies LLP, addressed the session on: “Undisclosed Foreign Asset Holdings and the Black Money Act, 2015: Evaluating the New Voluntary Disclosure (FAST-DS, 2026) Scheme” The session covered important aspects of undisclosed foreign assets, the Black Money Act and the new voluntary disclosure framework. Trusts, Exempt Entities and CSR Shri Premanand, IRS, Commissioner of Income Tax (Exemptions), Chennai, Former Officer – Income Tax Overseas Unit, Paris, shared insights on: “Registration, Compliances and Significant Legislative Changes in respect of Trusts and other Exempt Entities, CSR”
The session focused on registration, compliance requirements, legislative developments affecting exempt entities and key considerations relating to CSR. Transfer Pricing, Thin Capitalisation and DTAA Shri Chythanya KK, Senior Advocate, addressed the session on: “Transfer Pricing, Thin Capitalization in IT Act 2025 and Double Taxation Avoidance Agreement” The session provided insights into key international tax considerations, transfer pricing provisions, thin capitalisation and the role of Double Taxation Avoidance Agreements under the new framework.
Panel Discussion – Direct Taxation Trends and Suggestions for Further Changes A panel discussion brought together experts from tax administration, legal practice and industry to deliberate on current Direct Taxation trends, emerging issues and suggestions for further changes.

The panel explored various aspects of the new Direct Tax framework, practical implementation challenges, industry perspectives and areas for further consideration.
