Ssenyonyi vs Musenero: LOP Demands Accountability for Funds Given to Dei Biopharma & Inspire Africa

Leader of the Opposition Joel Ssenyonyi is demanding greater accountability over public funds invested in Dei BioPharma Ltd and Inspire Africa Coffee Factory. Parliament has previously reported that government provided Shs723.4 billion to Dei BioPharma, including Shs70 billion in FY2023/24, Shs75 billion in December 2023 and Shs578.4 billion through a supplementary budget in FY2024/25. A parliamentary committee has called for clear documentation of government’s shareholding, expected returns, project deliverables and performance targets. Ssenyonyi has also questioned government funding to Inspire Africa Coffee, arguing that there should be clear agreements, transparency on the amount invested and evidence of value for taxpayers' money. Parliament records show that he previously called for further funding to be stopped until the terms of the government’s partnership were clarified. The wider debate is about how government should support strategic private-sector projects while protecting taxpayers' money and ensuring value for money.
