#Youth4Governance 2026: Helping Digitize Tourism Licensing in Lebanon

From paper to platform. From complex procedures to simpler, more transparent public services. Through Youth4Governance (Y4G), young professionals worked alongside Lebanon's Ministry of Tourism to modernize tourism licensing and make the process more efficient, accessible, and transparent for businesses and public institutions. Over the past few months, the team has: 🔹 Digitized and organized more than 3,000 licensing records. 🔹 Conducted more than 70 interviews to identify challenges and opportunities for improvement. 🔹 Reviewed legal frameworks and mapped licensing procedures across tourism establishments. 🔹 Worked with ministry staff and stakeholders to design a digital platform that will allow investors to apply for and track licenses online, while helping public employees manage applications more efficiently. This is more than a digital transformation project. It is about strengthening public institutions, improving services, and showing what young people can achieve when given the opportunity to contribute to meaningful governance reform. Supported by the Organisation internationale de la Francophonie (OIF) and anchored in the academic expertise of Saint Joseph University of Beirut (USJ), this initiative reflects Y4G's commitment to youth-driven innovation and lasting institutional change.
