Create: Electro Energetics - Electronic & Redstone Pantograph

A test of my CEE soon to be feature - Externally controlled pantographs. The feature is work in progress, I want to add redstone link support, but you have to wait for this. Before I create a push request for it, I'm going to need some testers, to make sure it works correctly, so feel free to message me on the "Redstone Controls Pantograph" thread in cee-suggestions in CEE discord.
