Davao City Mayor Sebastian 'Baste' Duterte took the witness stand before the Senate impeachment court to answer questions regarding procurement contracts awarded by the Davao City local government to Gen Corp. During the questioning, Duterte maintained that he had no knowledge that the supplier had ties to his sister, the Vice President. He stated that his practice when executing paperwork relies on standard administrative procedures and countersignatures from subordinate officials, including the City Administrator and legal officers, given that a mayor signs between 50 to 300 documents daily. When asked whether the company's ties to his relative warranted an investigation or constituted a breach of law, Duterte remarked, 'This, ah, court, ah, has to decide,' adding that as long as his sister's name was not on the contract, there was no issue evident to him. Senator-judges raised administrative doctrines permitting local executives to rely in good faith on departmental clearances.
