Rating Hwei Support| Is He Good? [Best Builds, Runes, and Matchups] (Season 14 Off Meta LOL)

Video Showcasing all of Hweis Abilities:    • HWEI Ability Tier List: Explaining and Ran...   This video is a bit of a Hwei Support Guide. This video will showcase what items are best on Hwei, what runes you should take on Hwei, as well as what supports counter Hwei, and what adcs are best when played next to Hwei. Hwei is an off meta support but I think they can be quite the strong one over all. I also wonder if Hwei has been released on Wild Rift as I bet they would be quite strong there!
