Budget Sisay, Weatherlight Captain (Busted Budget Decks) $100 Tutor Chains!

My homie from the Stomping Grounds discord joined me today to discuss his machination, $100 Sisay. Deck is 5 color inevitability! A close spiritual cousin to Magda, Sissay is able to consistently tutor wins out of the command zone, often without ever casting a spell (F' you blue mages!) and at instant speed.. F you everyone! Sisay is that deck that I hate to see in the pod. I always know it's gonna sit there looking innocent and everyone will be interacting with each other and Sisay is going to quietly steal the game.
