The Madhya Pradesh High Court has directed the Madhya Pradesh State Bar Council, along with the Madhya Pradesh High Court Bar Association and Madhya Pradesh High Court Advocates' Bar Association, to frame guidelines prescribing a minimum stipend for junior advocates for a period of three years, covering urban and rural areas. The direction came after the Court was informed that a junior counsel in the matter was not receiving any stipend. The development is particularly significant because the Bar Council of India, through its circular dated 15 October 2024, had recommended a minimum monthly stipend of ₹20,000 for junior advocates in urban areas and ₹15,000 in rural areas, ordinarily for at least three years from the date of engagement. However, an important legal distinction must be understood: the BCI figures were recommendatory in nature. The MP High Court's direction concerns the formulation of a State-level framework/guidelines. Case Details Case: Vipin Pandey v. Rani Durgavati University W.P. No.: 7749 of 2005 Citation: 2026 LiveLaw (MP) 391 Bench: Justice Vishal Mishra This video is intended for educational and informational purposes and discusses the reported judicial development and the BCI's stipend recommendation.
