Trying to break Ukraine’s civilians is Russia’s last hope | Scott Lucas

As winter approaches, Russia has intensified its missile and drone campaign against Ukrainian cities. “It may be the last chance attempt by the Kremlin to force Ukraine’s surrender by breaking civilian resistance,” Scott Lucas, Professor of American Studies at University College Dublin, told TVP World. “That’s especially interesting to me (...) [because] Russia has made very little advance on the front lines for months, despite its propaganda.” European governments are also increasingly concerned about Russia’s campaign of hybrid warfare. “As serious as these attacks may be, you’re not going for an all-out confrontation with the Russians. Instead, start with what national members of NATO are doing, including Poland,” Lucas said, pointing to efforts to strengthen defenses and coordination among allies. Lucas also warned that deterrence must be balanced against the risk of escalation. “Now, I don’t think Putin will use nuclear weapons, but as NATO, you don’t want to go to that hot war,” Lucas said. “So what do you look to do? Not only do you defend, but you should be trying to hit at Russia’s capacity to wage this type of hybrid warfare,” he added, arguing that this means not only strengthening defenses, but also maintaining sanctions and supporting Ukrainian efforts to weaken Russia’s military and economic capabilities.
