• Former Deputy Chief Economist Dan Ciuriak on Trump’s tariffs, Canada’s real trade exposure, and why our economy hasn’t collapsed.
Dan Ciuriak spent 31 years with the Government of Canada. That included 13 years at the Department of Finance working on the 1992 financial reforms, a posting in Bonn right after German reunification, and Canada’s 1997 APEC year. He then helped build the Office of the Chief Economist at Foreign Affairs and International Trade, and retired there as Deputy Chief Economist in 2008. Two days before he retired, he ran into a Carleton professor on his way to tennis. That one chance invite to teach a course snowballed into an island-hopping consulting gig across the Caribbean on LIAT, better known as “Leaves Islands Any Time.” Eighteen years later, he runs his own consultancy and holds fellowships with CIGI, the C.D. Howe Institute, the Asia Pacific Foundation of Canada and the Balsillie School of International Affairs.
Jude and Tom sit down with Dan to cut through the tariff headlines. He explains why the IBM PC, not free trade, drove globalization. He also explains why the share of Canada’s economy really exposed to US tariffs is closer to 7.5% than 75%, and why American buyers are still paying a 50% tariff on Canadian aluminum. They get into his “Carney Doctrine,” interprovincial trade barriers, auto plants pivoting to drones and defence, and why Canada keeps losing its “innovation engines” to Silicon Valley. Dan also makes the case for turning Canada Post into a sovereign Canadian cloud. And he answers whether his girlfriend ever got back the $5,000 she lent him for a Fiat Spider.
