For nearly four decades, President Yoweri Museveni has kept Uganda’s most sensitive political secret locked behind closed doors: who will take over the reins when he finally steps aside? On Tuesday, October 27, that long-running question shifted from political speculation into the formal machinery of the ruling party when Museveni reportedly tabled a succession paper before the National Resistance Movement (NRM) Central Executive Committee (CEC) at State House Entebbe.
The meeting was sparked further when Kasambya County MP Daudi Kabanda publicly declared on social media that President Museveni had officially endorsed his son, Chief of Defence Forces (CDF) Gen. Muhoozi Kainerugaba. While Kabanda's claim suggests a major breakthrough for the long-rumored "Muhoozi Project," insider accounts reveal the gathering was far more complex than a simple political coronation.
The paper presented by the President brought the 2031 presidential transition directly to the highest policy organ of the NRM. Museveni even addressed Gen. Muhoozi’s active presence on X (formerly Twitter), acknowledging his son’s digital footprint with a casual remark. Yet behind those lighthearted comments lies a structured political vehicle—the Patriotic League of Uganda (PLU)—which has steadily mobilized power nationwide.
The central dilemma for the ruling establishment now centers on institutional alignment. Senior figures within the NRM have raised concerns over how the PLU operates alongside or inside the formal party structure. In response, President Museveni reportedly instructed party leadership to leave the relationship between the PLU and the NRM directly to him as internal discussions continue.
While some party members requested the transition document be circulated for deeper deliberation at a future retreat, NRM Secretary General Richard Todwong noted that consultations remain ongoing. The critical distinction remains whether Museveni offered a personal fatherly backing or if the party is preparing to lock in a formal institutional nomination for 2031.
Navigating a power transition in Uganda is a delicate task. After ruling since 1986, any move by Museveni impacts not just his immediate family, but the military establishment, party loyalists, and the future of the nation. By placing the question before the CEC, the discussion has officially entered the formal political arena.
In this episode of Wamala Speaks on Uganda Eyenkya, we break down what unfolded inside State House, analyze the friction between the NRM and PLU, and ask the ultimate question: Is President Museveni actively preparing his son for State House, or is this another strategic move on Uganda’s political chessboard?
