Who really pays for the US-Canada tariff war? Hint: it's smaller than the headlines say. Canada just retaliated against President Trump's latest tariffs, and everyone wants to know how big the hit will be. Economist Justin Wolfers walks you through the whole US-Canada trade war. He starts at the 1965 Auto Pact and NAFTA to the "fentanyl tariffs" and the surprise 50% tariffs on hundreds of Canadian goods, and lands on a surprising answer: in the short run, this barely moves the needle. The disputed goods are about 4% of Canada's exports, roughly $20 billion, in an economy the US dwarfs ten to one. So why should you care? Because the long run is where it bites. Canada's tariffs are cleverly aimed at aluminum, machinery, and dairy — hitting Michigan, Ohio, and Iowa. If you build cars, buy groceries near the border, or work anywhere in North America's supply chains, the real cost is trust: manufacturers who once put factories on the border may now build near ports and sell to Europe and Asia instead, leaving American plants with pricier parts. Add a voluntary Canadian boycott of US goods, and every lost tourist, student, and shopper is money out of American pockets for, as Justin puts it, the president clowning around.
