Japan Great Wall, Japan Seawall, Japan Tsunami Wall Japan's 400-Kilometer Wall. On March 11, 2011, a tsunami hit Japan's northeast coast. In one bay near Miyako, it reached forty meters, the highest tsunami wave ever recorded. It shouldn't have gotten this far anywhere on this coast. Tarō had a ten-meter sea wall, built after the last disaster, to stop exactly this. Kamaishi had gone even further. They built a breakwater sunk 63 meters deep, enough to swallow a roughly 20-story building. It is the deepest in the world, a Guinness record. Nearly ninety percent of those walls failed. More than eighteen thousand people died or went missing that day. Decades earlier, further up this same coast, a small-town mayor had written about an earlier tsunami: "When I saw bodies being dug up from the piles of earth, I did not know what to say. I had no words." He built anyway, against his own council, for a wave nobody expected to see again in his lifetime. So Japan built something almost no country has attempted. A coastal barrier stretching four hundred kilometers, roughly the straight-line distance from Tokyo to Osaka, in 440 separate sections, for roughly twelve billion dollars. Here's the part nobody says out loud: the disaster that justified building it isn't the disaster it's rated to stop.
