CCP SICAP CASE STUDY 2026 – Lot: Cork City 17-1 People leaving prison in Cork City often face significant barriers to successful reintegration, including the impact of criminal records, educational disadvantage, unemployment, mental health difficulties, addiction, homelessness and social exclusion. These interconnected challenges can make it difficult for individuals to rebuild their lives without access to consistent, trusted and person-centred support. These challenges are compounded by growing pressures within the prison system. Despite the opening of the purpose-built Cork Prison in 2016, overcrowding has become a persistent issue. Designed to accommodate 304 people, the prison has operated above capacity every day since 2023, with prisoner numbers exceeding 400 at times during 2026. Proposals for further expansion of the prison site have also raised concerns among local residents regarding the potential impact on the surrounding community. While increasing prison capacity may alleviate immediate pressures within the prison system, it does not address the underlying social and economic challenges faced by individuals following release. Achieving sustainable reintegration requires a coordinated, community-based approach that extends beyond the prison gates, addressing barriers to education, employment, personal development and social inclusion. Providing accessible, consistent and person-centred support is therefore essential to helping individuals rebuild their lives, strengthen their connections with the community and reduce the likelihood of reoffending. Through the Social Inclusion and Community Activation Programme (SICAP), Cork City Partnership (CCP) works in partnership with Local Community Groups (LCGs) already supporting people with a criminal history. By working alongside these organisations, CCP builds and strengthens trusted relationships with both the groups and the individuals they support. This video case study explores how this collaborative approach creates opportunities for meaningful engagement and improves access to pathways into education, employment, personal development and positive reintegration into the community.
