Why a Hot Pacific Means Floods in Kenya

Whether Kenya's short rains bring a gentle soaking or a flood is partly decided over a patch of ocean halfway around the planet. Right now, that patch of the Pacific is the warmest it has been in decades. But El Niño is only half the story. The other half is the Indian Ocean Dipole, right on Kenya's doorstep, and when the two line up, as in 1997 and 2023, the short rains turn into floods, landslides and disease.
