Publishers Clearing House scam " Broken Horn Blues" (un edited audio)

Just another PCH scam.... I would have gone further with this scammer but i was not prepared.. rookie mistake ... but this is how the scam works and 99% is from Jamaica but this accent is different. Please tell me what you think the Accent is in the comments below.
