1967 3HP Evinrude water path plugged( Ryan)

Not pumping water. Run a wire up the water tube to the motor....no plug there, wire goes in the engine base about an inch. Where would the plug be...if inside the water channels.....bad news. Maybe at the base but just MAYBE.
