Russia faces an acute payments breakdown after Ukrainian drone strikes disabled three Yandex data centres and Sberbank's Balakovo site, leaving funds intact on paper but unable to move. While bank balances remained valid, settlement processing, freight documents, and corporate invoicing through 1C software stalled across multiple regions. This breakdown halted merchant revenue, reversed approved payments, and delayed driver disbursements, showing how physical server destruction converts digital disruptions into sudden commercial liquidity crises.
The outage cannot clear quickly because Russia has only 1,400 spare server racks in Moscow, or 1.6 percent of national capacity. Grid shortages and high borrowing rates froze thirty-eight data centre projects worth 2.26 billion dollars, halving construction. Restoring destroyed modules takes over six months. With 28.3 percent of corporate borrowers overdue on 1.1 percent retail margins, stalled documentation accelerates defaults into lenders like VTB, which holds only a five-billion-dollar cushion against 202 billion dollars in corporate loans.
These attacks reveal how concentrated digital infrastructure intersects with fragile war economics and authoritarian planning. Central bank intervention injects ruble liquidity, but cannot manufacture servers, optical lines, or grid capacity under sanctions. As concurrent refinery strikes and airport shutdowns strain regional budgets, persistent bottlenecks threaten to exhaust 45.3 billion dollars in liquid sovereign reserves and freeze commercial credit.
