Free Vintage Snapper Walk Behind Mower needs some fixin! Let's fix the drive and the Governor today!

I got this cool old Snapper Mower last weekend for free, just needs some work here and there to be usable. The drive is messed up by someone, should be easy fix and the governor needs sorted out. I have a little time today, lets get this started.
