According to the Berhampur SP, Gosaninuagaon police registered a case against Bikram Panda, his close aide Madan Mohan Dalai and a jail doctor after witness Lalit Mohan Mangaraj filed a complaint. Police said they examined CCTV footage from the jail doctor’s chamber and collected technical evidence before registering the case. The alleged incident took place on August 28, while Panda was in judicial custody. Bikram Panda was released on bail on September 1 following an Odisha High Court order.
