“The Washington Peace Agreement, together with the agreed CONOPS and OPORD, already establishes clear obligations, operational arrangements, sequencing, verification mechanisms and implementation timelines. These commitments cannot be unilaterally or selectively reinterpreted, subjected to new preconditions, or substituted with separate bilateral arrangements with the very armed groups that the DRC has committed to neutralize. We view it as an attempt to substitute a separate arrangement for a clear commitment already undertaken, and as a delaying tactic that risks prolonging rather than resolving the security threat. The obligation is clear: the FDLR must be neutralized, and that neutralization must be effective, complete and verifiable. The continued presence of the FDLR in eastern DRC, its genocidal ideology, and the continued collaboration and support it receives from the DRC government constitute a direct and existential security threat to Rwanda. That is how Rwanda understands this threat, and that is how we must treat it.” - Amb. Martin at the 29 Sept - UN Security Council meeting on the Democratic Republic of Congo & MONUSCO #Rwanda #UNSecurityCouncil #WashingtonAccords #WashingtonPeaceAgreement #RwandaDRC #DRC #FDLR #MONUSCO #EasternDRC #PeaceInDRC #RwandaAtUN #GreatLakesRegion
