One driver said the boxes in his truck belonged to a client. The other said the RV belonged to his fiancée. Behind a bed cover: THC vapes and chocolate made with magic mushrooms. Under a bed: a compartment that shouldn't exist. This breakdown covers both stops, the stories that didn't match, how long a trooper can hold you waiting for a K-9, why psilocybin turns a weed case into a Class Y felony, and the law behind every move.
CASE 1 — June, I-40 eastbound, Lonoke County, Arkansas. TFC Jake Price stops a gray Ford F-150 with North Carolina plates for driving in the left lane without passing. Boxes under the bed cover carry shipping labels from Los Angeles to Lubbock, Texas. The driver says they belong to a client and won't open them. A K-9 from another agency arrives about half an hour later and alerts. Inside: THC vape cartridges, cannabis extract, and chocolate made with psilocybin mushrooms. More of the same shipping labels turn up in the passenger's backpack.
CASE 2 — February 2023, I-40 eastbound, Lonoke County, Arkansas. Cpl. Mark Blackerby stops a Thor Chateau motorhome with Oklahoma plates for crossing the fog line. The driver refuses consent; K-9 Raptor, already in the patrol car, alerts at the rear passenger-side fender well. Under the mattress in the back bedroom: a false floor of 2x4s and plywood holding about 91 pounds of vacuum-sealed marijuana.
⚖️ KEY LEGAL BEATS: Arkansas left-lane law and any real violation as grounds for a stop (Whren v. United States, 1996); how long a stop can last while waiting for a dog (Rodriguez v. United States, 2015; United States v. Sharpe, 1985); a dog sniff is not a search (Illinois v. Caballes, 2005); a K-9 alert as probable cause (Florida v. Harris, 2013); Schedule I vs. Schedule VI in Arkansas; Class Y felony; Miranda.
📌 CASE DETAILS
Case 1: Driver and passenger from North Carolina (names not released on camera). Vehicle: gray Ford F-150. Seized: THC vape products, cannabis extract, cannabis/psilocybin chocolate and candy, and shipping labels with a shared tracking number. On camera, the trooper classified the case as a Class Y felony because of the Schedule I psilocybin. Presumed innocent unless and until proven guilty.
Case 2: Driver Matt Panganiban and passenger Stephen Huffman. Vehicle: Thor Chateau RV, Oklahoma plates. Seized: approx. 91 lbs of vacuum-sealed marijuana in a false compartment under the bed; masking odors (dog food, air freshener). Charges: possession of a controlled substance with purpose to deliver; possession of drug paraphernalia. Civil forfeiture case filed in Lonoke County Circuit Court (43CV-23-146).
