SAN ANTONIO DISTRICT 9 — VETERAN HOUSING ACCOUNTABILITY

Before San Antonio adopted its new veteran housing protections, District 9 Councilwoman Misty Spears publicly said veterans using housing vouchers should be able to use them “wherever they want.” But when City Council voted on May 7, 2026, District 9 supported the PCDC version of the ordinance that retained an exemption for certain smaller landlords. So the accountability question is straightforward: Can veterans truly use their HUD-VASH vouchers “wherever they want” when part of the private rental market remains outside the full protection? This video uses Councilwoman Spears' own public statements and the May 7 City Council discussion to examine several important questions: • What changed between the earlier public position and the final policy? • Why does the five-unit exemption matter for veterans looking for single-family homes and smaller rental properties? • Can a low number of discrimination complaints tell us whether voucher refusals were actually uncommon? • How should San Antonio measure whether the ordinance is working? • And what happens when the City reaches its six-month review? One of the most important parts of the District 9 discussion came from Councilwoman Spears herself. She asked City staff to determine what success should look like six months after implementation and later said she would look closely at how the ordinance was measuring up and was prepared to consider additional adjustments. That gives San Antonio a clear accountability test. By the six-month review, the City should be able to ask: Are veterans gaining more housing choices? How many voucher refusals are being reported? Are veterans gaining access to single-family rentals? Are smaller rental properties continuing to present barriers? And is the five-unit exemption limiting veterans' ability to use HUD-VASH? If you are a veteran using HUD-VASH and a San Antonio landlord or property tells you they do not accept your voucher, document what happened and contact 311. The City needs reports from veterans to understand where barriers continue. Veterans earned more than a voucher. They deserve a real opportunity to use it.
