Uganda is facing serious questions following explosive allegations made by Lieutenant Herbert Matanda Mabonga, a former junior officer attached to the country’s military intelligence structure.
In an extensive account accompanied by videos and documents released on September 30, 2026, Lt Mabonga alleged that several unofficial detention centres—commonly described as “safe houses”—are operated by Ugandan security structures, including personnel associated with the Special Forces Command.
The former intelligence officer also made allegations involving foreign nationals. He claimed that two Rwandans—Fred Kayitare, also known as Kamaliza, and Emmanuel Magezi—were killed by Ugandan military intelligence structures at Mbuya. According to Mabonga, Magezi died in 2020 and Kayitare in 2023.
Previous media reporting confirms that Emmanuel Magezi, a Rwandan national, was arrested by military intelligence operatives in 2019, transferred between military facilities and later reported dead in 2020. Nevertheless, Mabonga’s specific allegations concerning the circumstances of his death and the alleged killing of Kayitare have not been independently established.
Mabonga further accused officials in several Ugandan government institutions of corruption and claimed he faced three assassination attempts after investigating suspected wrongdoing within the military and other state agencies.
He said he submitted his findings to President Yoweri Museveni, Chief of Defence Forces General Muhoozi Kainerugaba and military intelligence chief Richard Otto. According to his account, he was later taken to a residence in Entebbe after being promised a meeting with President Museveni—a meeting he says never occurred.
The Uganda People’s Defence Forces strongly rejected Mabonga’s allegations in a statement issued on October 1, 2026.
Acting Defence Public Information Director Colonel Chris Magezi described the material as unsubstantiated claims involving alleged forgeries, manipulated images and fabrications. The UPDF identified Mabonga as a deserter who failed to report to a new assignment and is also wanted over separate allegations of extortion, fraudulent land transactions and forged land titles.
Mabonga denies the accusations made against him by the military. UPDF says he will be arrested and brought before military justice.
