Everyone told Oregon rancher Scott Campbell that piling rocks, gravel and logs across damaged streams couldn’t bring them back to life. Then the water returned, native grasses spread across the valley—and Oregon fined him.
At Silvies Valley Ranch in eastern Oregon, retired veterinarian Scott Campbell and his wife Sandy began copying the work of beavers. They constructed low artificial beaver dams designed to slow snowmelt, spread water across the surrounding land and raise the underground water table.
The transformation was remarkable.
Dry channels became wet meadows. Native plants returned. Fish habitat improved. The ranch required less irrigation during early summer, and when a wildfire arrived in 2015, one restored green corridor reportedly helped stop the flames from advancing.
But Campbell’s success created an unexpected problem. Oregon authorities determined that structures had been installed without the necessary permits and raised concerns about fish passage and impacts on protected waterways. The ranch was fined and required to follow a remedial action plan.
In this documentary, we investigate how simple structures made from rocks and timber helped heal damaged streams, why Oregon took enforcement action and whether artificial beaver dams could restore other drought-stricken landscapes.
This story does not mean rocks should be placed into rivers without expert planning and legal approval. Poorly positioned structures can damage habitats, restrict fish movement and affect neighbouring landowners or downstream water users.
