美山川 と 真夏の黄昏 │ The landscape of Miyama, Kyoto, that must be protected from development.

北陸新幹線の延伸ルートが依然として揉めており、最有力の「小浜・京都ルート」において京都の理解が得られないことがネックとなっています。これは京都市内の地下水問題が最大の懸念事項のように報じられていますが、これはそれよりもっと深刻な懸念事項である広大な丹波山地の大深度長大トンネル工区から目を逸らさせるためのスピン報道のように思えてなりません。丹波山地で着工すれば青函トンネルと並ぶ世界でも一二を争う難工事が予測されますが、とても予想工期や当初予算で片付くとは考えづらく、その間、京都山間部の長閑な里山地域は、斜坑から残土を運ぶ大量のダンプが渋滞を起こし、この先何十年昼夜問わず土煙と騒音にさらされることになるでしょう。さらに人類未開の大深度トンネル工事には、ヒ素などによる土壌や水の汚染のリスクを含め何が出てくるかわかりません。ではなぜ、こんなルートが有力となったのでしょうか？そこには整備新幹線法のスキームが生んだ利害関係者の思惑が蔓延っています。そんな渦中にある美山川(由良川)が流れる京都府南丹市美山地区は、変わらずの鮎釣り師、茅葺き民家、それ以外何もなし。しかしこの“何もない価値”こそが京都府民の大きな反対要素なのでは？と、久しぶりに訪れた美山川に癒されるとともに、そう感じずにはいられませんでした。 Many traditional rural farmhouses still stand in the mountainous areas of northern Kyoto, offering a landscape that surely soothes the hearts of visitors. Yet, in recent years, plans to build a high-speed railway through these quiet mountain villages have begun to take concrete shape. Of course, Japan’s past economic growth was driven in part by the development of national infrastructure. However, the current reality is simply that unnecessary railways and roads are being built—destroying nature—solely for the sake of profit.
