The goal was to alleviate runway congestion. In the 2023 fiscal year, passenger numbers at Fukuoka Airport reached a record high of approximately 24.94 million, ranking fourth nationwide behind Haneda, Narita, and Kansai International airports. Annual flight operations (excluding helicopters) totaled 179,000; with the highest number of operations per runway in the country, it is regarded as the "most congested airport in Japan." In principle, the second runway is used for international flight takeoffs. However, the spacing between the two runways is a narrow 210 meters, making simultaneous takeoffs and landings impossible. This spacing was chosen because widening the gap would have required a massive expansion of the airport grounds. Consequently, the number of operations the runways can stably handle (processing capacity) will increase by only about 6.8%—rising from the current 176,000 operations per year (38 per hour) to 188,000 (40 per hour).
