Explosive correspondence presented at the Madlanga Commission reveals an attempt by Santaco’s business wing, Taxi Choice, to acquire Putco outright. The Commission hears that Taxi Choice submitted an unsolicited offer for the acquisition of Putco’s remaining shares as a going concern, with plans to negotiate bus service contracts wherever Putco operated. Joe Sibanyoni confirms that Taxi Choice wanted Putco “in its totality”. Putco responded that it was “not on the market”, but said any bona fide interested party seeking to proceed would have to meet stringent conditions, including a R100 million non-refundable deposit and a minimum R2 billion guarantee. Sibanyoni says Taxi Choice ultimately abandoned the proposed acquisition because it could not meet the conditions.
