EAS scenario: Turkey Point

What if a huge coincidence at the wrong time caused a power plant to melt down? How would the state of Florida react? Don't play this on the air, tones are most likely valid. Also, I know it's in 720p, I couldn't upload it in 1080p sadly, because my video editing software won't allow it without taking up so much space.
