High Quality vs Low Quality Subframes - what works best?

In lots of light polluted areas, subframes taken near the horizon suffer immensely compared to subframes taken near the Meridian - it is standard practice to cull the worst frames, and do subframe weighting to prioritize the higher SNR frames.
