America is still selling: a Gold Card starts at $1 million — and by April only one had been fully approved. Canada's own 2014 federal budget put it bluntly: for years, permanent residence had been sold too cheaply. The government calculated that over 20 years, an investor immigrant paid nearly C$100,000 less in income tax than a live-in caregiver. Many Chinese families say they are buying insurance for the family. But to the countries selling it, the people who most want the policy are exactly the ones they least want to insure. Once an insurer wises up, it has three moves left: raise the price, demand a medical check, or stop selling. How did these countries play all three?
