In southern New Mexico, Doña Ana County approved up to $165 billion in industrial revenue bonds for Project Jupiter — a massive AI data center campus tied to Oracle, OpenAI and the Stargate buildout.
Construction is already underway. But the project is rising beside communities that have dealt with years of water insecurity, arsenic problems and a recent do-not-drink order — while the data center itself still faces unresolved fights over water rights, gas infrastructure, permits and the route needed to power it.
This investigation follows how the deal moved so quickly, how New Mexico’s industrial revenue bond structure works, why the Lower Rio Grande Basin cannot simply issue new groundwater rights, what Project Jupiter’s cooling system could demand, why a proposed desalination solution still exists mostly on paper, and how a pipeline dispute turned an engineering problem into a legal and political one.
