You were taught the Dust Bowl was a drought. Its plowing began in 1917, with a wheat price set to win a war.
In August 1917, Woodrow Wilson accepted a fixed price of $2.20 a bushel for wheat, and in February 1918 he signed a proclamation guaranteeing it to every producer, to stimulate planting. Millions of acres of southern Plains grass went under the plow. The guarantee ended in 1920; the plowed fields, the machines and the debts did not — and in 1931 the rain failed over that ground.
