Turnstiles are rarely installed in existing buildings in Tokyo, either they remain open access or keycarded glass doors are present on office floors, with the former being the case here. Express lift also stops at 59, so you can ride it up/down from there if you wish. Round trip may be hard though since there are staff at the top and bottom floors. Observatory tour coming later!
