National Assembly Question and Answer 2 [23 September 2026]

THE MINISTER OF JUSTICE, LEGAL AND PARLIAMENTARY AFFAIRS (HON. Z. ZIYAMBI): Thank you Mr. Speaker Sir. I welcome the question concerning the young people who own and operate these businesses. The programme was initiated by Members of the Opposition, some of whom are now questioning it. Those raising these concerns should discuss them in their caucus and consider how best to serve the constituents who elected them. The idea originated with Harare City Council and was later taken up by the Minister of Local Government and Public Works as part of efforts to clean up our cities. We supported the initiative because maintaining public health and order in the city is important. In some areas, sanitary lanes were being used as toilets, creating conditions that could worsen the impact of a cholera outbreak. Members are now asking what plans the Government has to provide young people with suitable places to trade. If a local authority identifies land and submits proposals, including site and layout plans, the Minister can consider them and where appropriate, present them to the Minister of Lands for approval. This process can help establish marketplaces in Harare and other areas. I thank you. *HON. MAPIKI: Thank you Mr. Speaker Sir. I thank the Minister for stating that urban councils are working diligently to restore order in these areas. My question concerns those who allocated land to people in wetlands and other undesignated areas, often in exchange for money. What measures is the Government taking to hold these land barons accountable? In some countries, serious misconduct of this kind can lead to the dissolution of a council. If similar cases arise in Zimbabwe, what action will the Government take to ensure that those responsible are punished? I thank you.
