Thames Water supplies drinking water and wastewater services to around 16 million people.
But underneath one of Britain’s most essential utilities sits one of the country’s biggest corporate debt crises.
By October 2026, Thames Water was carrying around £20 billion of debt.
The company had already drawn £2.65 billion from a £3 billion emergency funding facility.
Now it wants another £2.4 billion.
That would increase its emergency financing to £5.4 billion and help keep the company operating into autumn 2027 while a wider rescue is negotiated.
At the same time, creditors are being asked to accept major losses.
More than 60% of Thames Water’s Class B creditors have backed a recapitalisation plan that would write off roughly £1 billion of junior debt.
The company remains under intense pressure from regulators, creditors and the government.
In this documentary, The Greed Files investigates:
• How Thames Water accumulated around £20 billion of debt
• Why privatised utilities rely so heavily on debt markets
• How low interest rates encouraged leverage
• Why higher borrowing costs changed everything
• The role of sewage spills and environmental penalties
• Why Ofwat increased pressure on the company
• The £3 billion emergency funding facility
• Why Thames Water now wants another £2.4 billion
• The proposed £5.4 billion liquidity package
• Why Class B creditors may recover only a fraction of what they lent
• How the London & Valley Water consortium is trying to rescue the business
• Why the government wants to avoid special administration
• What temporary public ownership could mean
• Why the company can fail financially even though the water service cannot stop
Thames Water has not been nationalised.
It has not entered bankruptcy.
The recapitalisation is still being negotiated.
