NEET-PG, NEET-SS may shift to rank-based admissions — will this solve the problem of vacant seats?

The National Medical Commission (NMC) has given in-principle approval to replace percentile-based admissions with a rank-based system for NEET-PG and NEET-SS. The change is expected to speed up postgraduate medical counselling and reduce the need for repeated cut-off reductions to fill vacant seats. But will it address the deeper reasons behind these vacancies?
