For Monica Bartley and other people with a mobility impairment or who are blind, winter presents even greater challenges to getting around the city. The Center for Independence of the Disabled, an advocacy group in New York City, filed a civil rights lawsuit against the city last July to make sidewalks safer and more accessible for people with disabilities.
