Obviously, Cao Pi's 4th weapon is AWESOME.
I believe in the latest update of my guide (which was a long time ago) I decided to optimize Cao Pi's performance with a short musou bar. This work well too actually. Because if he's fails to freeze an officer, then long musou or not, one regular musou won't kill the officer. Some people may however want to put the Way of Musou on instead of the Ginseng, because his C5 does very well with musou filling. However, it takes some advanced gameplay in order to make sure his C5 fills musou because it has by default a slow recovery time. And these methods which I won't bore you with right now, end up taking time, so the result is the Way of Musou will give him a better offense, but when the crowd sizes aren't the right (veterans in this game should understand that the lower the Fill your character has, the larger the range of crowd sizes your character will have trouble working with)
So what am I'm getting at?
Short Musou + Fill20 gives him safe and fast musou filling
Long Musou + Fill40 gives him safe and fast musou filling
Short Musou + Fill40 logically is being too conservative
Long Musou + Fill20....you'll start to notice either difficulty in filling musou consistently, or extra time being wasted to gather around a large enough crowd to fill his musou or making sure that he'll be safe if you can foresee that his C5 won't fill musou.
THIS is the win-some-lose-some argument.

OK, lots of interesting stuff in this video. Basically maximization is C1 spamming WHEN POSSIBLE, and I chose a stage where action comes in segments so I can show that when it IS possible, how much success Cao Pi is capable of because of a high probability of freezing. Of course, the probability depends on how many C1 orbs you can dish out, but as long as you dish out at least one, and then play the rest of the scenario properly, by timing the explosion of the C1 orb to neglect any sort of officer blocking, (as with Han Dang (and not Quan Zong) in this video, he should always capitalize after using the first C1.)
Anyway, mathematically speaking, if he dishes out at least one C1, then you've got a much higher probability of freezing the targetted officer because you only need one out of the total number of orbs released to freeze. Since Cao Cao's C6 grants him multiple successive chances to freeze officers, and can only be done in small crowds, but father and son have a very high probability of freezing officers when scenarios are suitable.
One thing I didn't show is that for Cao Pi's C1, the timing when execution and recovery are combine, make it the fastest orb releasing C1 in the game, IIRC. In fact it turns out that it is fast enough to just spam it against peon crowds if they aren't too large. But of course this has nothign to do with maximization, even against crowds.
Similarly, he has STT (S for Square and T for Triangle) spamming which accomplishes the same result as C1 spamming, except STT is probably safer and can actually work against officers with crowds. Since attacking speed is maxed out when in Musou Rage, this combo turns into a viable one. I wanted to show this against Zhou Fang, but for some reason I kept messing up the last Triangle to release the Ice orbs....lol so I said fuck it, I'll just musou Zhou Fang's ass.
HAHAHA it was very nice to see in the end that my sacrifice of waiting was worth it against Sun Quan. MAN, Cao Pi is fun to use.
Anyway, this video was generally pretty successful.
Optimization of Cao Pi's moveset is pretty strictly C5 and
C1, with C4 having priority in very strict circumstances (I can explain this upon request)
